Is 1 atm the air pressure outside?
Only on average. The standard atmosphere is a fixed value, 101,325 Pa, close to the mean air pressure at sea level. The real air pressure changes with the weather and drops with altitude, so a barometer rarely reads exactly 1 atm.
Where does 1.01325 come from?
Both units are defined in pascals: the standard atmosphere is exactly 101,325 Pa (General Conference on Weights and Measures, 1954), and a bar is exactly 100,000 Pa. 101,325 ÷ 100,000 = 1.01325, a terminating decimal, so the factor is exact.
